Pension reform, digitalization, and 'ePotential': Ministry of Social Policy outlined plans for 2025.
The Ministry of Social Policy of Ukraine presented plans for digitalization and modernization of the social sector.
At the Global Digital Social Forum, Minister Oksana Zholnovych and the CDTO of the ministry, Kostiantyn Koshelenko, outlined key development directions aimed at preserving and developing human capital in the country.
The central element of the reform will be the integration of all state registers into a Unified Information System of the social sphere, which will ensure an individual approach to every citizen.
"No one will be left unnoticed; we will provide social support to everyone who needs it," emphasized Zholnovych.
Among the key innovations is the 'ePotential' program, which digitalizes the rehabilitation process and ensures continuous support from the medical institution to social support. The ministry is also working on creating an open market of social services according to unified state standards.
Koshelenko presented the 'Social Portal' - a new electronic service that contains the Unified Social History of every citizen and allows applications for social services online.
From July 2025, it is planned to introduce new pension legislation that will combine the solidarity and accumulative systems, ensuring the replacement of 60% of a person's earnings after retirement.
The updated social sector will be based on a competitive service market with a clear distinction between national and local levels of funding. This will eliminate bureaucratic obstacles and ensure quick access for citizens to necessary assistance.
