Popenko highlighted the critical situation with heating in cities.
Expert in the field of housing and communal services Oleg Popenko expressed his criticism regarding the preparation of infrastructure for winter. He cited examples of successful management of communal services in some Ukrainian cities.
In Khmelnytskyi, backup power sources were installed as early as 2009, so now, when there is no electricity, everything continues to work without interruptions. Pipes have been replaced and all systems are functioning.
A positive example is Kremenchuk, where systematic work on infrastructure modernization was carried out during the tenure of Oleg Babayev and Vitaliy Maletskyi. As a result, the city has no problems with water and heat supply, as the heating plants can provide heat supply if necessary.
However, Oleg Popenko drew attention to the critical situation in some cities, where problems with heating, water supply, and electricity persist.
Statements about 100% readiness are unreliable, and the true indicator of a city's preparedness is its ability to function in the absence of electricity.
Oleg Popenko also criticizes temporary measures proposed instead of systemic solutions. He believes that installing solar panels on the roofs of apartment buildings will not solve the heating problems. Instead, systematic measures such as replacing pipes, installing backup power sources, and modernizing heating plants are necessary.
