Putin attempted to undermine the legitimacy of Ukraine's government through constitutional manipulation.
Russian President Vladimir Putin is trying to weaken support for Ukraine by spreading manipulative stories about the constitutional status of the Ukrainian government. He claims that President Volodymyr Zelensky has lost legitimacy due to restrictions on the electoral process during martial law.
The Institute for the Study of War (ISW) refutes these claims, stating that Ukrainian legislation clearly regulates the procedure for state governance during martial law. According to the Constitution of Ukraine and laws, the electoral process can be suspended during active hostilities, which is in line with international crisis management practices.
ISW experts characterize the actions of the Kremlin as a strategy of rhetorical delegitimization of Ukrainian sovereignty. Putin is trying to create conditions to impose his terms in possible peace negotiations and to change the government of Ukraine.
Ukrainian representatives emphasize that they are ready for dialogue, but only on the condition of upholding international law and the territorial integrity of the state. Previously, presidential advisor Mykhailo Podoliak stressed that the global community should not expect a quick resolution to the conflict with Russia.
