Russia relies on a few countries to bypass Western sanctions - ISW.
The Institute for the Study of War reported that Russia is relying on several countries to avoid Western sanctions. Among these countries are India, Serbia, and China.
The Financial Times publication mentions Russia's plan to spend about $1 billion on electronic component security in October 2022. This plan includes the possibility of building facilities in India to access such components.
According to documents held by the Financial Times, Russia secretly received electronics from India using Indian rupees accumulated by Russian banks.
The Institute also notes that Russia is engaged in broader efforts to evade sanctions and purchase sanctioned electronic components through foreign intermediaries.
Furthermore, Vladimir Putin met with Serbia's Deputy Prime Minister Aleksandar Vulin, who stated that Serbia will not impose sanctions against Russia. Putin also spoke with Vice President of the People's Republic of China Han Zheng, informing him about the results of his trip to Mongolia.
The Institute notes that foreign companies and banks, including Chinese ones, are conducting fewer transactions with Russian entities due to concerns over secondary Western sanctions.
