Rutte confirmed the presence of North Korean troops in the Russian Federation for the war against Ukraine.

NATO Secretary-General Mark Rutte reported that North Korean military units are on Russian territory and are participating in combat operations against Ukraine. The South Korean delegation informed NATO, Japan, Australia, and New Zealand about this. North Korean units are located in the Kursk region, which will be a significant escalation of North Korea's involvement in the conflict between Ukraine and Russia. Additionally, Rutte noted that North Korea is receiving military aid from Russia, circumventing international sanctions. Putin's loss of more than 600,000 Russian military personnel caused desperation, resulting in him involving North Korean military forces in the conflict. NATO also plans to hold talks with the President of South Korea and the Minister of Defense of Ukraine regarding this situation.
