Spy Chief Unmasked

According to TSN.ua: Ukraine’s Security Service (SBU) has identified a Hungarian intelligence officer, Zoltán Andre, as the coordinator of an espionage network that was dismantled in the Zakarpattia region in the spring of 2025. Andre, a career operative for Hungary, reportedly intensified his activities against Ukraine starting in 2021. This revelation underscores ongoing tensions between Kyiv and Budapest over alleged intelligence operations on Ukrainian soil.

What the Spy Network Targeted

The network under Andre’s direction focused on collecting sensitive information, including:

  • the region’s military defenses;
  • the deployment of Ukraine’s defense forces;
  • local public and political sentiment.

Agents were specifically tasked with assessing how the population might react to the arrival of foreign troops.

Andre received his intelligence-gathering assignment in September 2024. One of the individuals implicated in the case is a former contract soldier from a Ukrainian Armed Forces combat brigade, indicating that the network may have included people with prior military experience. The dismantling of this spy ring marks a significant victory for Ukraine’s national security and its efforts to counter foreign intelligence threats.

The SBU continues to actively hunt for similar threats, a crucial step in strengthening the country’s defense capabilities.

Exposing and shutting down the spy network led by Zoltán Andre highlights the proactive stance of Ukrainian security agencies in confronting foreign intelligence dangers.

This case also points to potential internal risks, such as the recruitment of individuals with military backgrounds into hostile networks. Incidents of this nature can seriously undermine regional security, especially given the current defense and national security challenges Ukraine faces.
