According to ТСН: By the end of December 2025, 59% of Ukrainian citizens expressed trust in President Volodymyr Zelensky. This indicates the resilience of his rating despite numerous corruption scandals. Sociologists note that the president's support has become more dynamic and depends on his success on the international front.

Trust Level Research

The level of trust in Zelensky is 59%, while 35% of Ukrainians do not trust him. This creates a balance of trust and distrust at +24%. Compared to early October, these figures have hardly changed, and the attitude towards the president remained stable in December despite the corruption scandals in the energy sector.

Sociologists emphasize that trust in the head of state is variable and largely depends on societal issues. It is important which topics dominate the public space: internal issues, such as state governance and corruption, or external ones, like relations with partners and peace negotiations. At the end of November, 49% of respondents trusted Zelensky, but at the beginning of December, this figure rose to 63%, and in the second half of the month, it decreased to 55%.

Impact of Corruption Scandals

The data shows that after the disclosure of corruption information in the energy sector, the president lost about 10 percentage points of support. However, against the backdrop of the activation of international themes and discussions on peace negotiations, there was again a 'rallying around the flag' effect that increased the level of trust. By the end of December, the effect of this rallying somewhat diminished, and a trend of moderate support decline began to emerge. Nevertheless, despite this, trust in the president at the end of 2025 remained higher than at the end of 2024.

Sociologists predict that the indicators of trust in the head of state will remain dynamic and sensitive to current events, especially staffing decisions.

Trust Structure Among the Population

Among the 59% of citizens who view the president positively, 26% express complete trust, while 33% express rather trust. The results of the KMIS survey conducted in September-October 2025 demonstrate the difference between these groups: those who fully trust Zelensky wish to see him as president even after the war, while respondents with a 'rather trust' position aspire to a new leader from a new generation, rather than from the current opposition.

Among the 35% of respondents who do not trust the president, 23% express complete distrust, and 12% express rather distrust. These two groups also have different views on socio-political issues.

The KMIS survey was conducted through telephone interviews based on a random sample in all government-controlled regions of Ukraine, involving 1001 respondents aged 18 and older.

According to the results of the same KMIS survey in November-December 2025, among those who made up their minds, 19.9% would vote for the party of Valeriy Zaluzhny in the parliamentary elections. Next are 'European Solidarity' of Petro Poroshenko (16.2%) and 'Third Assault Brigade' of Andriy Biletsky (11.9%). Volodymyr Zelensky's bloc with 11.3% dropped to fourth place, finishing the top five with the party of Kyrylo Budanov (10.4%).

Current data indicates changes in political support, which may affect future elections. Public opinion is an important indicator, and these results may reflect the population's sentiments regarding future political decisions and leaders.
