What hinders the active construction of green generation? Razumkov Center identified the reason.
The state can accelerate the construction of green generation by paying debts to investors. Debt to investors in renewable energy has reached 38 billion UAH, and the speed of debt repayment affects the pace of construction of new green capacities. This was stated by Volodymyr Omelchenko, Director of Energy Programs at the Razumkov Center, emphasizing that only solar and wind power plants can be built quickly.
“Today, the debt to RES generation from the state-owned Garpok is 38 billion UAH. This is despite the fact that state banks have free money”, said Omelchenko.
He noted that the state has done nothing to repay the debts, although this would allow financing the construction of new green capacities. According to him, the level of settlements with producers and investors in green energy is only 60%.
“A big question is whether investors will continue to invest in the development of green generation when more than a third of the funds they earn are not received”, added the expert.
Omelchenko also cited an example of a 7.3 billion UAH debt from previous years. The National Commission for Energy and Utilities recognized that Ukrenergo did not receive these funds in the transmission tariff to make payments for the service of increasing the share of RES.
“NERC clearly defined this after an audit last spring. Several months have passed, and nobody is doing anything to pay the debts to green power producers”, stressed Omelchenko.
Earlier, experts expressed the opinion that the government should provide bank loans to Energoatom to repay its multibillion-dollar debt in the energy market. This will solve the problem of circular debts and accelerate the construction of new green energy capacities.
