Ukraine's Mobilization Rules: Fines Up to 25,500 Hryvnias for Failing to Report Life Changes.
General Mobilization in Ukraine
According to TSN.ua: Under Ukraine's ongoing general mobilization, individuals liable for military service must report changes in their personal details to the Territorial Recruitment and Social Support Centers (TRC). Failure to comply can result in substantial fines ranging from 17,000 to 25,500 hryvnias. These reporting requirements are a key part of maintaining an accurate military register during the war. Citizens are obligated to inform the TRC about updates concerning several specific aspects of their lives, including:
- place of registration and residence;
- passport details;
- marital status;
- education;
- place of employment and job title.
Penalties for Violating Military Registration Rules
Fines for breaching military registration rules during this special period are only applied if the TRC cannot obtain the necessary information from other state registries. If the required data is available in existing government databases, no penalty is imposed. Holding a service-liable individual accountable is legally justified only when the information is absent from all accessible official records.
Lidiia Karpliuk, an expert in military registration, clarified that according to Part 3 of Article 210 of Ukraine's Code of Administrative Offenses, violating military registration rules during a special period leads to a fine within the specified range.
To simplify the process for those liable for service, Ukraine's Ministry of Defense is launching a new digital support system called 'Check-in of the Mobilized'. This initiative aims to streamline the reporting of personal data changes and ensure more effective communication with the TRC. Adhering to all requirements is crucial to avoid potential fines and administrative liability under the mobilization.
Given the continuing mobilization, compliance with military registration rules is critically important for all eligible citizens. The fines for non-compliance can significantly impact an individual's financial situation. The new 'Check-in of the Mobilized' digital system is intended to simplify this process and reduce the likelihood of errors, emphasizing the need for timely updates and effective communication between citizens and state authorities.
