To qualify, a household must use a minimum of two tons of solid fuel per year. The projected subsidy amount for 2026 is set at 19,400 hryvnias per eligible household. This initiative reflects the government's effort to assist citizens in regions with limited energy infrastructure.

Required Documentation for the Subsidy

Applying for the subsidy requires submitting an application along with a set of documents. The necessary paperwork includes:

  • An income declaration;
  • A housing rental agreement (if applicable);
  • An income certificate (if data is unavailable from the tax service or the Pension Fund of Ukraine);
  • A copy of a debt restructuring agreement for utility bills (if one exists).

These requirements are outlined in paragraph 35 of the 'Regulations on the Procedure for Granting Housing Subsidies,' which was approved by Government Resolution No. 848.
