- A major purchase exceeding 50,000 Ukrainian hryvnias (UAH);
- Bank account balances totaling over 100,000 UAH;
- Ownership of more than one apartment or house;
- Possession of a car less than five years old;
- Ownership of more than one car under 15 years old.
Other potential reasons for refusal include:
- Utility debt older than three months that exceeds 40 times the non-taxable minimum income;
- Household members over 18 years of age who have spent more than 60 days abroad.
Ukrainians can apply for subsidies through the Pension Fund, administrative service centers (TSNAPs), or the online government portal 'Diia'.
