Biography of Wiktor Wasiliewich Bondar
Date of Birth: 05.11.1975
Wiktor Wasiliewich Bondar - Minister of Transport and Communications of Ukraine (2005-2006), Deputy Head of the President's Secretariat (2006-2007), Head of the Dnipropetrovsk Regional Administration (2007-2010). Member of the Verkhovna Rada of Ukraine of the VII, VIII, and IX convocations.
Place of Birth. Education. Born in Leningrad. In 1997, he graduated from the National Academy of Legal Sciences in Ukraine with a degree in law. In 2004, he obtained higher education at the Kyiv Polytechnic Institute (information management systems and technologies, computer systems analysis). He holds a Candidate of Legal Sciences degree.
Career. From 1993-1996, he co-founded and managed the law firm 'Stalker'.
From 1996-1997, he worked as a legal advisor at PAO 'Financial and Industrial Group Sigma' (Kharkiv).
From 1997-1999, he was the Vice President for Management at LLC 'European Development Fund' (Kharkiv).
From 1999-2000, he headed the management of PAO 'Donetsk Meat Processing Plant'.
In the summer of 2000, he became Vice President of LLC 'Ukrainian Communications' (Kyiv).
From 2000 to 2005, he worked as the Director of the Information Resources Center of the Department of Internal Policy, Deputy Director of the Department of Communications with the Verkhovna Rada of Ukraine, Head of the Department of Information Resource Development Strategies and Technologies of the Secretariat of the Cabinet of Ministers of Ukraine.
From June 2005 to August 2006, he served as the First Deputy Minister of Transport and Communications of Ukraine, Minister of Transport and Communications (after Yevhen Chervonenko).
From September 2006 to September 2007, he served as Deputy Head of the President's Secretariat of Ukraine Viktor Yanukovych. He managed issues of regional policy and personnel.
In September 2007, by the decree of President Viktor Yushchenko, he was appointed Acting Head of the Dnipropetrovsk Regional Administration. From December 2007, he served as Governor of the Dnipropetrovsk region (after Nadezhda Deyeva). On February 4, 2010, on the eve of the second round of presidential elections, he was dismissed from his position. Councilors of the Dnipropetrovsk regional council expressed no confidence in Governor Bondar. Previously, he had openly supported Prime Minister Yulia Tymoshenko in the presidential elections, while the majority in the Dnipropetrovsk regional council belonged to the Party of Regions (leader - Viktor Yanukovych).
From May 2010 to March 2011, he was Deputy Head of the Customs Service of Ukraine Igor Kaletnik.
From March 2011 to May 2012, he worked as the head of the organizational and operational department of the Customs Service.
From 2012 to 2014, he was a member of the Verkhovna Rada of Ukraine of the VII convocation (ran in district No. 191, Khmelnytskyi region as an independent candidate).
In 2012, he joined the faction of the Party of Regions. Member of the Committee of the Verkhovna Rada of Ukraine on Agricultural Policy and Land Relations.
On January 16, 2014, he voted for the 'dictatorial laws' - a package of anti-democratic laws significantly restricting citizens' rights and freedom of speech.
On February 19, 2014, Bondar announced leaving the faction of the Party of Regions. Bondar stated that he made the decision to leave the faction after SBU employees in the Khmelnytskyi region (the district from which Bondar ran is located in this region) opened fire on local Euromaidan activists. After leaving the parliamentary faction of the Party of Regions, Viktor Bondar, together with other parliamentary members, established a new parliamentary group 'Sovereign Europe'.
From November 2014 to the present - a member of the Verkhovna Rada of Ukraine of the VIII convocation. Independent candidate in district No. 191.
From June 5, 2015, he is the chairman of the political party 'Revival'.
On September 5, 2017, he was elected as the chairman of the parliamentary group 'Revival', after Vitaliy Khomutynnyk decided to resign from leading the group.
On June 7, 2019, Viktor Bondar announced leaving the party 'Revival' and resigning from the position of chairman.
On July 21, 2019, Viktor Bondar was elected to the Verkhovna Rada of Ukraine of the IX convocation in district No. 191 (Khmelnytskyi region). On August 29, 2019, he was elected co-chairman of the parliamentary group 'For the Future'.
Political Views. He occasionally declared himself a consistent supporter of Viktor Yushchenko. He held positions in the leadership of the Our Ukraine - People's Union party. From July 2008 to April 2009, he was Deputy Leader of the Unity Center party (leader - Igor Kril). He left Unity Center, stating that he considered it necessary to unite all democratic forces of Ukraine into one pro-European political project.
Awards. Awarded the Order 'For Merit' III degree, Officer's Cross of the Order 'For Merits to Lithuania', holds honorary diplomas from the government.
Family. He is divorced and raises three sons and a daughter.
