Alexander Alexandrovich Chaly - Ukrainian diplomat, deputy head of the Presidential Office of Ukraine (2006-2008), first deputy foreign minister (1998-2004). President of the audit and consulting company 'Grant Thornton Ukraine'.
Place of Birth. Education. He is a graduate of Vinnytsia. In 1977, he graduated from Taras Shevchenko National University of Kyiv, Faculty of International Relations and International Law. Doctor of Law.
Career. From 1977 to 1984, he was an assistant and lecturer at the Law Faculty of Taras Shevchenko National University of Kyiv.
1984-1987 - Professor at the Law School of Guinea-Bissau.
1987–1989 - Lecturer, habilitated doctor at the Law Faculty of Taras Shevchenko National University of Kyiv.
1989-1993 - Lecturer, deputy dean of the Law Faculty for research work at Taras Shevchenko National University of Kyiv.
In 1993, he entered the service of the Ministry of Foreign Affairs of Ukraine. For two years, he was head of the contract department and head of the Ukrainian delegation in negotiations with Russia and Romania on the conclusion of fundamental political treaties.
From 1995 to 1998, he served as the special envoy of the Ambassador of Ukraine to Romania.
From July 1998 to May 2004, Alexander Chaly served as the first deputy foreign minister of Ukraine, state secretary for European integration - permanent representative of Ukraine to the Council of Europe, state secretary of the Ministry of Foreign Affairs of Ukraine for European integration, and again as the first deputy head of the Ministry of Foreign Affairs.
During his time in diplomatic service, Alexander Chaly was a member of the strategy group for Ukrainian-Russian relations, the customs tariff council of Ukraine, the state council for European and Euro-Atlantic integration, the National Council for Sustainable Development of Ukraine, and the intergovernmental commission for Ukraine's accession to the WTO. He was co-chairman of the Foreign Policy Committee of the Ukrainian-American Government Commission, deputy chairman of the Ukrainian part of the committee for cooperation between Ukraine and the EU.
After leaving the Ministry of Foreign Affairs, Alexander Chaly spent two years in business - he was vice president of the Industrial Group consortium, which managed the assets of the large industrial and investment concern Industrial Union of Donbass (ISD). At that time, the co-owner of ISD, Vitaliy Hayduk, was president of the consortium.
From September 2006 to 2008, he was deputy head of the Presidential Office of Ukraine.
On March 29, 2022, he participated as part of the Ukrainian delegation in negotiations with the Russian delegation in Istanbul, held during the comprehensive Russian invasion of Ukraine.
Author of several scientific works and numerous publications on international law and foreign policy issues.
Titles, Awards. Alexander Chaly holds the diplomatic rank of special envoy of Ukraine. He was awarded the Order 'For Merit' III class (1997). Honored Lawyer of Ukraine (2002).
Family. Married, has a daughter and a son.
