Wladimir Fyodorovich Demischkan - former head of the State Road Service of Ukraine, former deputy (Party of Regions).
Place of Birth. Education. Born in the village of Novoarchangelsk in the Kirovograd region. In 1987, he graduated as a mechanical engineer from the Donetsk Polytechnic Institute (specialization in automobiles and automotive business). In 2002, he defended his dissertation 'Improvement of the Management of Road Conditions under Limited Resources'.
Career. 1985-1996 - Head of a motor vehicle column, Director of a motor transport company in the city of Bryanka in the Luhansk region. From 1996 to 1998, he headed the Construction Management Office of Luhansk Oblast for the construction, repair, and operation of roads. He was a deputy in the Luhansk Oblast Council.
From September 1998 to September 1999, he was the Deputy Minister of Transport of Ukraine.
1999-2001 - Head of the Construction, Repair, and Operation Management of Roads in Kyiv Oblast (Kyivoblavtodor).
2001-2003 and 2006-2007 - Chairman of the State Road Service of Ukraine Ukravtodor. During his 'break', he led the state corporation UkrAgrolizing for a time.
In the early parliamentary elections of 2007, he was elected to the Verkhovna Rada on the Party of Regions list (No. 119). Member of the Verkhovna Rada Committee on Transport and Communications. Member of the PR.
In April 2010, shortly after Viktor Yanukovych was elected President of Ukraine, he was appointed head of the Vinnytsia Oblast administration. However, he resigned from this position on May 26, 2010, to take over as head of Ukravtodor.
2012-2014 - Deputy of the Verkhovna Rada of Ukraine of the VII convocation of the Party of Regions, elected in constituency No. 114 in the Luhansk region. Member of the Verkhovna Rada Committee on Transport and Communications.
On January 16, 2014, he voted for the 'dictatorial laws' - a package of undemocratic laws that significantly restricted the rights of citizens and freedom of speech.
Views and Assessments. When he was reappointed as head of Ukravtodor in 2006, Demischkan criticized the work of his predecessor Vadim Gurshos. In particular, he expressed negative views about the initiated privatization of companies specializing in road construction and repair. In his opinion, these companies had always been profitable. It was also reported that the value of the objects to be privatized was unfairly determined during a change of ownership. As reported by Kommersant Ukraine, Gurshos referred to Demischkan as an official of the old order who was not ready to reform the industry.
Moreover, the actions of the returned head of Ukravtodor did not excite experts. For instance, Alexander Lyakh, project manager of the International Center for Prospective Studies, stated that Demischkan's desire to change the course pursued by the previous leadership of the State Road Service could negatively impact an industry that urgently needed to integrate into European transport networks.
Rumors and Scandals. Reports suggest that Demischkan, as head of the Kyiv Oblast construction office, maintained close ties with the family of the Governor of Kyiv Oblast, Anatoliy Sasuha. According to 'evil tongues', the excellent roads in the village of Kovalivka ('home' of Sasuha) and the approaches thereto were created precisely because of this connection.
As is known, Ukravtodor is the main contractor for the construction of roads outside settlements (including major highways) and, accordingly, manages huge sums of budget funds. Therefore, it is not surprising that from time to time, political or industry competitors level accusations of corruption or simple embezzlement of substantial amounts of state funds against the heads of the State Service and its regional branches. Demischkan, too, was not spared this fate during his career as a road builder.
On January 28, 2008, Demischkan was mentioned due to a scandalous statement by the deputy from Our Ukraine - People's Self-Defense, Hennadiy Moskal, but not in connection with the country's road construction. According to the former deputy interior minister, the son of the regional deputy, Serhiy, organized a criminal group at the end of 2007, which kidnapped the general director of the airline Crimea, Vasilij Krivosub, with the aim of obtaining 300,000 dollars. 'Over time, Krivosub was killed, and to hide this fact, they bound his body by the legs to seven radiator grates and threw it into the Dnieper. Currently, Serhiy Demischkan and his accomplices are in pre-trial detention, and a criminal case has been initiated for murder,' said the deputy.
According to information from some publications, which apparently have 'connections' to information sources in law enforcement agencies, a certain Demischkan, born in 1970, was involved in air transport, having previously rented and then purchased an An-26 aircraft from Krivosub. Payment was delayed, and in the end, he sent a fake receipt to the owner. He then called two employees of his own security company from Luhansk, who kidnapped the aircraft owner, forced him to abandon the 'flight' in favor of the tenant, and ultimately drowned him in the Dnieper in the Vyshhorod region. Allegedly, Sergey Demischkan pointed out the location of the deceased's body himself after his arrest.
The reaction of Vladimir Demischkan to Moskal's statement has not been disclosed by the media.
