Klymenko Alexander

Date of Birth: 16.11.1980

Alexander Viktorovich Klymenko - Minister of Income and Taxes of Ukraine (2012-2014). He is wanted by Ukrainian special services.

Place of Birth. Education. Born in Makijivka, Donetsk region. Graduated from Donbass State University of Management (with a specialization in Finance). Later, in February 2010, from the regional branch of the National Academy for Public Administration under the President of Ukraine in Dnipropetrovsk (Master of Public Administration).

Career. From 1997 to 2005, he worked in senior positions, including in commercial structures.

From 2005 to 2010 - Deputy Head of the Specialized State Tax Inspection for large taxpayers in Donetsk.

Since May 2010 - First Deputy Head of the State Tax Administration in Donetsk region.

From September 2010 until - Head of the State Tax Administration in Donetsk region.

Since February 18, 2011 - Deputy Head of the State Tax Service of Ukraine (Vitaliy Zakharchenko).

On November 7, 2011, he was appointed Head of the State Tax Service of Ukraine by decree of President of Ukraine Viktor Yanukovych.

On December 24, 2012, he was appointed Head of the newly established Ministry of Income and Taxes of Ukraine.

On February 27, 2014, the Ukrainian Parliament dismissed Klymenko from his ministerial post, and the ministry he led was dissolved.

At the end of February 2014, Alexander Klymenko left the territory of Ukraine with his family.

Criminal Case. On April 29, Klymenko was accused of committing a crime under Art. 364 part 2 (abuse of power or office abuse) of the Criminal Code of Ukraine.

On May 31, 2014, he was declared wanted by the SBU. It was established that Klymenko, through abuse of office in collusion with others from the Ministry of Income, created so-called 'programmatic' companies in the regions of Odessa, Kyiv, Donetsk, and Kharkiv, aimed at providing services for the processing of customs declarations for goods on the territory of Ukraine with significantly reduced customs value. Furthermore, during the preliminary investigation, it was established that the former minister organized the operation of a scheme to evade taxes through companies in the real economic sector of the country during 2012-2013. As a result of the illegal activities of individual companies and the minister himself, the budget of Ukraine suffered a loss of more than 6 billion UAH.

On August 19, 2019 the Pechersk District Court in Kyiv granted the request of the Prosecutor General to arrest the former Minister of Income and Taxes Alexander Klymenko.

In 2023, he was stripped of Ukrainian citizenship.

In 2013, he ranked 12th in the ranking of the 200 most influential Ukrainians according to Focus magazine and 8th according to Correspondent magazine.
