Alexander Pavlovich Popov - Ukrainian politician, member of the Party of Regions, Minister of Housing and Communal Services of Ukraine (2007, 2010), deputy of the Verkhovna Rada of Ukraine of the VI convocation, mayor of Kyiv (2010-2014). Since 2020, he has been a member of the Kyiv City Council for the Opposition Platform - For Life. Colonel of the reserve of the Security Service of Ukraine.
Place of Birth. Education. Born in Kryvyi Rih. In 1968, the family moved to Komsomolsk in the Poltava region. In 1982, Popov graduated from the Tyumen Engineering and Construction Institute with a degree in civil engineering.
Career. After military service, he worked for several years as a foreman at the construction company Kremenchukurgorstroy and as the head of the extraction department of the Poltava Mining and Processing Plant. From 1987 to 1993, he served in the security agencies (KGB, SBU) and retired as a lieutenant colonel of the SBU. For about a year, he was the head of the marketing department, vice president for marketing and economy of a leasing company, Inkomstroy.

From 1994, he served four terms as mayor of Komsomolsk. In this position, he initiated the development and implementation of a number of projects to promote local self-government: reform of the housing and communal services sector, healthcare system, strategic city development plan, youth policy. In Komsomolsk, Popov implemented scientific developments of the Dnipropetrovsk Regional Ukraine Presidential RIAU on the theme 'Management structure of a small town' and the Dnipropetrovsk Medical Academy on the theme 'Family medicine.'
On March 21, 2007, the parliament, at the proposal of Prime Minister Viktor Yanukovych, appointed Popov as the newly created Minister of Housing and Communal Services of Ukraine.
From November 2007 to March 2010, he was a deputy of Ukraine of the VI convocation of the Party of Regions.
In March 2010, he returned to the position of Minister of Housing and Communal Services after the victory of the PR leader Yanukovych in the presidential elections and the formation of a new parliamentary coalition (under the leadership of Mykola Azarov). However, in June, he was appointed First Deputy Chairman of the Kyiv Local State Administration by Leonid Chernovetsky and left the ministry. In November, he replaced Chernovetsky as head of the KMDA.
On January 25, 2014, Popov was dismissed as head of the KMDA by a decree of President Yanukovych, and the Chairman of the Verkhovna Rada Rules Committee, Volodymyr Makeenko, was appointed in his place.
In the election on October 25, 2020, Alexander Popov was elected as a deputy of the Kyiv City Council of the IX convocation from the Opposition Platform - For Life party. The OPZZH party entered the city council and received 7.81% of the votes.
Social Engagement, Awards, and Titles. Popov is a member of the board of the foundation for the promotion of local self-government and the association of Ukrainian cities, vice chairman of the board of the regional department of the association of Ukrainian cities in Poltava. He has been awarded the Order 'For Merit' III degree. He was awarded the title 'Honorary Citizen of Komsomolsk.'
Family. Popov is married and has a daughter and a son.
