Oleg Alexeyevich Rafalsky – Ukrainian politician and scientist. Deputy Head of the Administration of the President of Ukraine (2010-2014). Since 2014, he has been the Director of the Institute for Political and Ethnic Studies named after I.F. Kuras of the NAS of Ukraine. Corresponding member of the NAS of Ukraine, Academician of the NAPN of Ukraine. Vice President of the NAS of Ukraine.

Place of Birth. Education. Born in Zabrode in the Chernyahovsk district of the Zhitomir region. In 1983, he graduated from Taras Shevchenko National University of Kyiv (teacher of history and social studies). Doctor of historical sciences.

Career. 1983-1987 - Assistant at the Department of History of the USSR and Ukraine, Secretary of the Komsomol Committee at Kirovohrad Pedagogical Institute.

From 1987 - Graduate student at the Faculty of History of Taras Shevchenko National University of Kyiv.

1990-1998 - Senior teacher, Head of the Department of History of Ukraine, Dean of the Faculty of Foreign Languages, Lecturer at the Department of History of Ukraine at Kirovohrad State Pedagogical Institute.

1998-2000 - Employee of the Department for National Minorities at the Institute for Political and Ethnic Studies of the NAS of Ukraine.

1999-2000, Rafalsky led the Democratic Union party. Twice – in 2002 and 2006 – unsuccessfully ran for the People's Deputy of Ukraine. In 2002 – on the list of the block of the Democratic Party of Ukraine and the Democratic Union. In 2006 – under number 26 on the list 'Opposition Block IT IS NOT SO!', as a member of the Republican Party of Ukraine. The 'Basic Element' of the Block was SPU (o). The first ten places were taken by the first President of Ukraine Leonid Kravchuk (No. 1), at that time the leader of the united 'esdekov' Viktor Medvedchuk, his deputy party leaders Nestor Shufrich and Mikhail Papiev, the head of the Republican Party Yuriy Boyko. The result of the block - 1.01% of the votes with the required 3% (11th place in the 'overall ranking').

From 2003 - Head of the Main Department for Domestic Political Affairs of the Administration of the President of Ukraine Leonid Kuchma (the head of the administration was Viktor Medvedchuk).

2006-2007 - Deputy Head of the Office of the Prime Minister of Ukraine Viktor Yanukovych (the head of the office was Sergey Levochkin).

2008-2010 - Employee of the Office of the Parliament of Ukraine, First Deputy Head of the Secretariat of the Party of Regions faction.

In March 2010, Rafalsky was appointed Deputy Head of the Administration of the President of Ukraine - Head of the Main Department for Official Documents by order of President Yanukovych (the head of the office was Levochkin). On April 5, 2011, he was dismissed as part of the administrative reform but remained one of the three deputy heads of the AP.

In the winter of 2014, after Yanukovych's flight from the country, Rafalsky was appointed acting head of the Administration of the President by a decree of Acting President Alexander Turchinov. Shortly thereafter, he was transferred to the position of deputy head, and his place was taken by Sergey Pashinsky. On June 10, 2014, President Petro Poroshenko, by his decree, appointed Rafalsky as Deputy Head of the AP.

On October 27, 2014, Rafalsky was dismissed by presidential decree with the wording - 'at his own request according to the statement he made before the enactment of the Ukrainian law 'On the Cleansing of Power'.

Since 2014 - Director of the Institute for Political and Ethnic Studies of I.F. Kuras of the NAS of Ukraine. Corresponding member of the NAS of Ukraine.

Since October 2020 - Vice President of the NAS of Ukraine.

Family. Wife Valentina (born 1960), sons Oleg (born 1983) and Yevgeny, daughter Viktoria (born 2001). Brother - Igor Rafalsky, former head of the Oblast Administration of Obukhiv (Kyiv Oblast).
