Place of Birth. Education. Born in Zaporozhye. In 1983 he graduated from the Zaporozhye State Pedagogical Institute with a degree in History. In 1996 he obtained a law degree from Taras Shevchenko National University of Kyiv.

Career. 1978-1979 - Worker at the Gamma Plant in Zaporozhye.

1985-1986, after graduating from the pedagogical institute and military service, he worked at the Dnipro Electrode Plant in Zaporozhye.

1986-1990 - History teacher at the Pedagogical Institute No. 1 in Zaporozhye. Until 1990 he was a member of the Communist Party of the Soviet Union.

Political Career. 1990-1994 - Member of the Ukrainian Parliament of the I term. He was the leader of the Democratic Renewal Group of Ukraine (part of the eponymous party) and a member of the Parliamentary Committee for Education and Science.

1994-1998 - Member of the Ukrainian Parliament of the II term. He led the Reform Group of deputies. He was a member of the Committee for Legal Policy and Judicial Reform and the Deputy Chairman of the Parliamentary Oversight Committee on Privatization Issues. At Sobolev's suggestion, a special parliamentary commission was established to investigate the activities of the leadership of the Black Sea Shipping Company (Blasko Company), invalidating President Leonid Kravchuk's decree 'On State Bonds' that mortgaged state property for debts to foreign countries. He was involved in drafting the Constitution of Ukraine.

In 1997 he became one of the leaders of the newly established right-center Reform and Order Party (ROP, then led by Viktor Pinzenik).

From December 1999 to April 2001, he served as an adviser to Ukrainian Prime Minister Viktor Yushchenko.

2002-2006 - Member of the Ukrainian Parliament of the IV term, elected from the list of the Yushchenko Bloc Our Ukraine. Member of the Legal Policy Committee. In 2005 he was the permanent representative of the Ukrainian President Yushchenko in the Verkhovna Rada. In September 2005, he took the lead of the PRP parliamentary faction.

In the next parliamentary elections in 2006, the Reform and Order Party, as part of the Porа - PRP bloc, failed to overcome the three percent barrier. However, in the fall of 2007, Sobolev received a mandate as a deputy for the fourth time through the PRP mandate, which entered the Verkhovna Rada of the VI convocation as part of the Yulia Tymoshenko Bloc. He is a member of the Justice Committee.

Since December 2012 - Member of the Ukrainian Parliament of the VII term from the Fatherland Party (No. 8 on the list). Deputy leader of the Fatherland Party faction. Member of the Parliamentary Committee on Legal Policy. Member of the parliamentary delegation to the Parliamentary Assembly of the Council of Europe. Non-partisan.

Since February 2010, Sobolev has been the leader of the PRP. Previously, he was the head of the regional organization of the Zaporozhye party.

On June 15, 2013, after the merger of the PRP and Fatherland parties, he was elected Deputy Leader of Fatherland.

On March 4, 2014, he was elected acting head of the Fatherland faction in the Verkhovna Rada.

After the snap elections to the Verkhovna Rada in October 2014, he became a member of the Ukrainian Verkhovna Rada of the VIII term from the Fatherland Party (No. 4 on the list).

In the snap parliamentary elections of 2019, he became a member of the Ukrainian Verkhovna Rada of the IX term from the Fatherland Party , No. 4 on the party list.

Awards. Awarded the Order of 'For Merit' III class (2005).

Family. The politician is married and has three children.
