Place of Birth. Education. Born in Donetsk. In 1976 he graduated from the Donetsk Polytechnic Institute (specialization - Economics and Organization of Mining, qualification - Mining Engineer-Economist). In 1990 - Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union (specialization - Theory of Socio-Political Relations, qualification - Political Scientist, Lecturer in Socio-Political Disciplines). Doctor of Technical Sciences (2001).

Career. 1970-1971 - Underground transport worker at the 'Kirovskaya' Mine of the Donetskugol Combine.

1976-1983 - Mine manager at the Skochinsky Mine of the Donetskugol Combine (Donetsk), 'Kommunist' Mine of the Shakhterskrezit-PO (Khrustalny), deputy head of the section, shift leader at the 'Kommunist' Mine.

1981-1983 - Instructor of the Industry and Transport Department of the Khrustalny District Committee of the Communist Party of Ukraine.

1983-1986 - Chief Engineer, Director of the Harzizk Mine of Zhovtnevlugol-PO.

1986-1990 - First Secretary of the Khrustalny District Committee of the Communist Party of the Soviet Union.

1990-1997 - Director for Construction of Zhovtnevlugol-PO (Kirovskoe), Technical Director, General Director of Shakhterskugol, General Director - Chairman of the Board of the State Holding Company Shakhterskrezit (Shakhtersk).

1997-1998 - Head of the Main Department for Coal Industry and Energy of the Donetsk Region, Deputy Governor of the Donetsk Region Viktor Yanukovych for Industry, Energy, Transport and Communications.

From June 1998 to December 1999 - Minister of Coal Industry of Ukraine in the Cabinet of Valery Pustovoytenko.

From December 1999 to June 2000 - Minister of Fuel and Energy in the Cabinet of Viktor Yushchenko.

From August 2000 to November 2002 - Deputy Secretary of the APČU Yevgeny Marchuk.

From June 2002 to April 2004 - President of the State Enterprise Energoatom.

From April 2004 to February 2005 - Minister of Fuel and Energy - President of the State Enterprise Energoatom in the first Yanukovych government.

From August 2006 to December 2007 - Minister of Coal Industry in the second Yanukovych Cabinet.

Twice, in 2006 and 2007, he was elected as a deputy of the Verkhovna Rada of Ukraine (V and VI elections) on the party list of the Regions Party. In the Parliament of the VI convocation, he works in the Committee on Energy, Nuclear Policy, and Nuclear Safety. In the 2006 elections, he ran as a non-partisan candidate, and in the early elections of 2007, he was already a member of the Regions Party.

As of April 2010 - Governor of Chernihiv Oblast.

On March 7, 2014, he was dismissed from his position as Governor of Chernihiv Oblast by decree of the acting President of Ukraine Oleksandr Turchynov. Yuri Tkachenko was appointed in his place on March 15.

Awards. Academician of the International Academy of Life Safety. Honored Scientist and Technician of Ukraine (2003). Awarded the Medal 'For Brave Labor' (1986), the Order 'For Merit' of the III degree (1999). Full bearer of the Orders 'Glory of the Miner' and 'Mining Hero'. Winner of the State Prize of Ukraine in the field of Science and Technology. In 2004 he was awarded the title of Hero of Ukraine.

Family. Wife Halyna Olegivna (born 1956) - Economist of MP EnergoResurs. The politician has two children - daughter Vladislava (born 1976) and son Boris (born 1983).
