Date of birth: 07/05/1952

Place of birth. Education. He was born in the village of Loznytsia in the Narodychi district of the Zhytomyr region. In 1974, he graduated from the Ukrainian Academy of Agriculture in Kyiv with a degree in economic cybernetics in agriculture, economist-mathematician. From 1979 to 1982, he studied in graduate school at the Institute of Economics of the Academy of Sciences of the Ukrainian SSR.

Career. He worked as the chief economist of a collective farm in the village of Horoshkiv in Kyiv region. From 1975 to 1978 - in the Kyiv branch of the Central Institute of Agrochemical Services as a senior economist, senior researcher. From 1978 to 1979 and 1982 to 1990 - at the Institute of Economics as an engineer, junior researcher.

1990-1994 - deputy to the Verkhovna Rada of Ukraine of the I convocation. Member of the faction of the People's Movement of Ukraine, then - the faction of non-partisans. Member of the Constitutional Commission of Ukraine, State Commission for the implementation of administrative reform in Ukraine, State interdepartmental commission for Ukraine's cooperation with NATO, National Security and Defense Council.

1994-1998 - deputy to the Verkhovna Rada of Ukraine of the II convocation. Worked in the committee of the Verkhovna Rada for economic reforms and management of the national economy.

1998-2000 - deputy to the Verkhovna Rada of Ukraine of the III convocation. Deputy chairman of the committee of the Verkhovna Rada for foreign affairs and relations with the CIS.

2000-2001 - Minister of Environmental Protection and Natural Resources of Ukraine in the government of Viktor Yushchenko.

2002-2004 - deputy to the Verkhovna Rada of Ukraine of the IV convocation from the Yushchenko’s bloc Our Ukraine (No. 8 on the electoral list). First Deputy Chairman of the committee of the Verkhovna Rada for environmental policy, natural resource management and eliminating the consequences of the Chernobyl disaster.

2007-2012 - deputy to the Verkhovna Rada of Ukraine of the VI convocation from the bloc Our Ukraine - People's Self-Defense (No. 30 on the list). Deputy chairman of the committee of the Verkhovna Rada for environmental policy, natural resource management and eliminating the consequences of the Chernobyl disaster.

In the parliamentary elections in the autumn of 2012, he ran in the single-member constituency No. 153 in Rivne region from UNP, but lost to Batkivshchyna representative Yuriy Voziuk.

A former member of the People's Movement of Ukraine, one of its founders. Since 1999 - the first deputy chairman of the Ukrainian People's Movement, renamed in 2003 to the Ukrainian People's Party (leader - Yuriy Kostenko). Member of the Central Board and the Board of UNP.

Social activities. Member of the presidium of the Ukrainian World Coordinating Council and the presidium of the association 'Ukraine-World', member of the national council of the Congress of Ukrainian intelligentsia and the Main Council of the all-Ukrainian association 'Prosvita'. Chairman of the Ukrainian Charitable Fund 'Trypillia'. One of the founders and leaders of the Ukrainian club 'Heritage' (1977), Society named after Shevchenko for the Ukrainian Language.

Family. Wife Svitlana (1965) - coach. Daughters Olesia (1978) and Yaroslav (1985), son Ostap (1991).
