Born in the village of Novosilki, Demidivsky District, Rivne Region. In 1968, he graduated from the Faculty of Journalism of Taras Shevchenko National University of Kyiv.

Career.

1960-1962 - Teacher at Ozersk Primary School.

1962-1963 - Worker of the Promkombinat of the Oblast Volyn Trading Company.

1963-1965 - Locksmith at Lutsk Electric Appliances Factory.

1965-1968 - Bender at Leningrad Shipbuilding Plant.

1968-1971 - Graduate student at the Institute of Literature of the AN UkrSSR.

1971-1973 - Junior researcher at the Institute of Literature of the AN UkrSSR.

1973-1978 - Scientific Secretary at the Institute of Literature of the AN UkrSSR.

1978-1991 - Deputy Director, Head of Department at the Institute of Literature of the AN UkrSSR.

1991-1992 - Director of the Institute of Literature of the AN UkrSSR.

From February to October 1992 - Advisor to Ukraine on humanitarian issues.

From October 1992 to August 1994 - Vice Prime Minister of Ukraine in the governments of Leonid Kuchma, Yefim Zvyagilsky, and Vitaliy Masol.

1994-1998 - Member of the Ukrainian Parliament of the II convocation.

1998-1999 - Director of the T. Shevchenko Institute of Literature of the NAS of Ukraine.

From December 1999 to May 2001 - Vice Prime Minister of Ukraine in the government of Viktor Yushchenko.

2001-2002 - Director of the T. Shevchenko Institute of Literature of the NAS of Ukraine.

2002-2006 - Member of the Ukrainian Parliament of the IV convocation. Initially, he was a member of the 'Our Ukraine' faction, in 2006 he switched to the faction of the Party of Industrialists and Entrepreneurs of Ukraine Anatoliy Kinakh.

Since January 2006 - Chairman of the National Council for Culture and Spirituality under the President of Ukraine.

Since June 2006 - Director of the T. Shevchenko Institute of Literature of the NAS of Ukraine.

From December 2006 to November 2008 - Advisor to the President of Ukraine Viktor Yushchenko.

Creative and Scientific Activity.

Zhulinsky is the author of several books: 'Pathos of Self-Affirmation' (1974), 'Man as a Measure of Time' (1979), 'Man in Literature' (1983), 'Approach' (1986), 'From Oblivion to Immortal' (1991), 'Belief in the Power of the Spirit' (1999), 'Breath of the Third Millennium' (2000), 'Making Oneself Known through Culture' (2001), 'Word and Destiny' (2002), 'Spiritual Thirst for the Lost Homeland' (2002), 'Oleg and Olena Tyliha' (2001), and others. He is the author of over 500 articles, reviews, and critiques. He has been a member of the Writers' Union of Ukraine since 1977.

Awards.

Awarded the Order of 'For Merit' of III and I degrees. Winner of the State Prize named after T. Shevchenko for the book 'From Oblivion to Immortal' (1992). Winner of the Republic Prize named after Biletsky in the field of literary and artistic criticism. Winner of the Omelyan and Tetiana Antonovych Foundation Awards.

Family.

Wife - Halyna Stepanivna (1947), Chairwoman of the Cooperative 'Turbot' until 2014. Dismissed by the decision of the Zboriv Credit Union due to accusations of embezzlement of more than 25 million Hryvnias. Admitted her guilt. On September 16, 2013, she was sentenced to 5 years in prison by the Shevchenkivsky District Court (the verdict was left unchanged on January 27, 2015).

Daughter - Olesia (1974), lawyer, Director of Public Relations, Coca-Cola Beverages Ukraine Ltd.
