Kharkiv Household Utility Rates Frozen Through March 2026.
Kharkiv's Utility Costs to Remain Unchanged in March 2026
According to Novyny.live: Residents of Kharkiv will see no increase in their housing and communal service charges in March 2026. The local authorities have decided against raising tariffs, citing the ongoing difficult socio-economic situation. This move represents a significant measure to support the population, which continues to face challenges linked to economic instability. For context, Ukraine has been implementing a nationwide moratorium on utility price hikes to provide relief during a period of significant economic pressure.
Specifically, Kharkiv residents will pay for utilities according to the current rates. The electricity tariff for domestic consumers in the city is set at UAH 4.32 per kWh. It is important to note that this electricity rate will remain unchanged at least until April 30, 2026. For consumers with two-zone meters, the night rate will be UAH 2.16 per kWh. Households using electric heating will pay UAH 2.64 per kWh for the first 2000 kWh consumed during the winter months.
Natural Gas and Water Supply Tariffs
Regarding gas supply, a cubic meter of natural gas for the population will cost UAH 7.96 in March. The transportation cost for natural gas for domestic consumers is UAH 16,390 per 1000 cubic meters. In the water supply sector, the tariff for centralized water supply is UAH 16.032 per cubic meter, while wastewater disposal costs UAH 8.484 per cubic meter.
Public transport in Kharkiv has remained free of charge since May 2022, which also helps reduce the financial burden on the city's inhabitants. As of March, the national moratorium on tariff increases remains in effect, allowing for price stability on housing and communal services amid economic uncertainty.

Consequently, in March 2026, Kharkiv will continue to operate under the familiar utility tariffs, a decision deemed crucial for maintaining social stability in the city.
The decision to maintain housing and communal service tariffs in Kharkiv during a time of economic uncertainty reflects the local government's efforts to support its citizens. This policy may help alleviate the financial strain on households that are confronting challenges related to rising prices for other goods and services. Such a step could prove to be an important factor in preserving social peace within the city.
