According to ТСН: Ukraine, together with its Western partners, has developed a clear plan to end the war. This roadmap has been agreed upon with the United States and European states, but Moscow has yet to express its position.

Advisor to the President of Ukraine Mykhailo Podoliak noted in an interview that at this stage of the war, given the available resources, Ukraine has created a specific formula for the end, which society is waiting for.

Key elements of the plan

The presented plan serves as a basis for negotiations and outlines Ukraine's position on urgent issues:

  • Ceasefire: conditions and mechanisms for stopping hostilities.

  • Territorial issues: resolving the status of occupied territories.

  • Security framework: who will bear the responsibility for ensuring peace.

  • Military subjectivity: restoring Ukraine's defense potential in post-war time.

Podoliak emphasized that the document is not a unilateral vision and has received support from key allies.

“What I like about this project is that it has been coordinated with our American colleagues. And partly, in the part that concerns the involvement of Europeans in all this, it has been agreed upon with European partners,”
– said the advisor to the Office of the President.

Implementation issues

Despite the document being ready, its implementation depends on the uncertain position of the aggressor country. Podoliak pointed out that Moscow ignores modern realities.

“The problem again arises with the word Russian Federation. All the problems of modern civilization arise with the word Russian Federation. It cannot live in modern times, in “today”. Accordingly, we need to wait for an official response from Russia,”
– he added.

The Office of the President expects what the Kremlin's response will be to the agreed position of Ukraine and its partners.

It should be noted that Ukrainian expert Vadym Denysenko claims that President Volodymyr Zelensky's peace plan consists of 20 points, but does not foresee signing and primarily has political goals. He believes that the Kremlin will not agree to this plan, which may lead to a tougher position from the U.S. and pressure on Ukraine.

The expert also believes that Russia is ready to discuss peace only on the condition of territorial concessions, lifting sanctions, and returning to global politics, emphasizing that one should not expect a quick end to the war.

Therefore, despite the prepared plan, many questions remain open, and its implementation significantly depends on the Kremlin's position. The situation remains tense, and Ukraine needs to be ready for various scenarios in the negotiations.
