According to The Sun: Rachel Reeves plans to eliminate the cap on payments for two children during the budget formation and implement a "gradual reduction" system, reports The Sun.
The finance minister is developing a mechanism whereby parents will receive less money for each subsequent child.

Among other proposals is an increase in payments for working parents to encourage them to find employment.
High-ranking government officials have dismissed rumors that Reeves may announce plans to eliminate the cap without taking real action.
One of them noted: “If we are going to do this, we need to remove the cap, not just talk about it.”
The budget must clearly indicate how the new policy will be financed, although the details are still under discussion and not finalized.
Eliminating the cap on two children is estimated to cost about 3 billion pounds at a time when Reeves is under pressure due to spending commitments.
She and Prime Minister Sir Keir Starmer are also facing demands from Labour Party MPs to reverse the policies of previous governments.
A review conducted by the Government's Child Poverty Group recently confirmed that the new changes could significantly improve the situation for thousands of children, lifting them out of poverty.
Education Minister Bridget Phillipson has stated in recent weeks that Downing Street is prepared for active measures.
Former Prime Minister Gordon Brown has called on Reeves to increase taxes on gambling to fund this initiative.
The planned changes could be an important step toward improving social security; however, their implementation will require careful discussions regarding funding. Everyone expects that the most vulnerable segments of the population, especially children from low-income families, will benefit from these initiatives.
