The importance of distributing powers in mobilization

The First Deputy Minister of Defense Ivan Havryliuk stated that it is necessary to clearly distribute powers among state bodies in the case of mobilization measures. He said that the common belief that territorial recruitment centers only deal with military mobilization is erroneous.

'If citizens of Ukraine who have military obligations do not appear at territorial recruitment centers during martial law, they are delivered by local authorities and the police. They have sufficient powers for this,' Havryliuk explained.

The Deputy Minister of Defense emphasized that the main task of territorial recruitment centers is to keep records and select citizens for conscription into the Defense Forces of Ukraine. However, he stressed that negative narratives regarding mobilization can affect the public's perception of the process.

Havryliuk also drew attention to the future reform of territorial recruitment centers. He said that the functions of these centers are planned to be divided into three areas: social issues, accounting for military conscripts, and preparing the population for service in the Armed Forces. Each of these areas will function separately.

'We cannot lose the country without mobilization. A person manages all complexes, means of destruction, weapons, and military equipment, regardless of how developed they are,' Havryliuk concluded.

Earlier, the Ministry of Defense reported the consequences that await students who have not undergone military training.
