According to UATV: Ukraine's military continues to strike oil facilities inside Russia, causing a sharp reduction in the country's refining capacity. According to expert estimates, overall oil processing potential has fallen by 20%, while diesel production is down 10%. These ongoing attacks by Ukrainian defense forces on Russian refineries are destabilizing the energy sector of the neighboring state.

Expert Analysis

On May 31, 2023, Professor Oleksandr Savchenko assessed that Russia's oil refining capacity has declined by roughly one-fifth. The professor stated,

“I estimate that today the potential for oil refining has decreased by about 20%”

Forecasts suggest that Russia may experience a shortage of petroleum products ranging from 15–20%, or even as high as 30–40%. A planned ban on petroleum product exports would only worsen the situation. Continued strikes on refineries in Saratov, the Rostov region, Kirov, and a naval base on the Caspian Sea are further degrading Russia's energy infrastructure.

Professor Savchenko also noted that

“this indicates that the real losses in oil refining, diesel, and other products are much greater than the nominal destruction of these facilities”
