According to expert estimates, overall oil processing potential has fallen by 20%, while diesel production is down 10%. On May 31, 2023, Professor Oleksandr Savchenko assessed that Russia's oil refining capacity has declined by roughly one-fifth. The professor stated,

“I estimate that today the potential for oil refining has decreased by about 20%”
