Ukraine and Partners to Present New Assessment of War Damages.

The Government, World Bank and UN Present Report on Damage and Needs in Ukraine

The Government of Ukraine, the World Bank, the European Commission, and the UN will soon present the report 'Fourth Rapid Damage and Needs Assessment of Ukraine' (RDNA4).

According to the Ministry of Finance, RDNA provides a comprehensive analysis of the damage caused to Ukraine as a result of the war with the Russian Federation. The report outlines the amount needed for recovery and reconstruction.

Representatives from the Ministry of Finance of Ukraine and the World Bank coordinated the priority areas for recovery and discussed preparations for the presentation. The meetings were attended by Olha Zykova, Deputy Minister of Finance of Ukraine, and Bob Som, Regional Director of the World Bank for Eastern European countries.

According to the Ministry of Finance, in 2024, 28 agreements were concluded for a total of 31.8 billion USD, of which 22.9 billion USD were grants. Thanks to cooperation between Ukraine and the World Bank, millions of Ukrainians received support.

'These funds, in particular, allowed for financing aid for low-income families, internally displaced persons, individuals with disabilities, as well as families with children, salary payments for healthcare, education, emergency service workers, and government employees within the PEACE in Ukraine project (26.3 billion USD in 2024)'

Almost 230 million USD was also directed to support agricultural producers through loans and grants, enabling support for over 50,000 farms and 40,000 small farms, and providing funding for 10,000 farmers (the ARISE project).

Compensation for repairs to residential buildings was also provided to 82,944 households (the HOPE project). Contracts worth 47 million USD were signed under the Re-PoWER project for the supply of heating equipment for Kharkiv.

In the context of cooperation for 2025, the importance of finalizing the Framework Program for coordinating project preparation to launch the PPF (Project Preparation Facility) mechanism, which will facilitate the development of recovery projects, was emphasized.
