Ukrposhta received 70,000 summonses with QR codes and signatures of TCG chiefs: who will they be sent to.
The Ministry of Defense of Ukraine, with the help of the Military Conscription Register, has formed 70,000 summonses, which are handed over to Ukrposhta to notify citizens subject to conscription.
This is reported by Ukrainian Military Pages, referring to their sources in the relevant departments.
The summonses, formed by the register, are signed with electronic signatures of the TCG (territorial recruitment centers) chiefs. Each summons contains a QR code that can be checked using a smartphone camera and the "Reserve+" program.
There are some problems in the algorithms for forming summonses. They are formed, in particular, for conscripts who have a reservation or deferral, as well as for those already conscripted according to the register. It is unknown how exactly the selection mechanism for sending summonses works. It was previously noted that a "lottery" principle is used - a so-called "randomizer" that randomly selects conscripts who meet the mobilization requirements.
From September 15, 2024, the Ministry of Defense of Ukraine implemented a new method of automated summons processing. An official summons form with a QR code instead of the TCG seal and the chief's signature has been introduced. From September 17 to 18, Ukrposhta received the first such summonses for delivery to citizens.
The cost of printing one summons at the State Enterprise "Printing Plant of Ukraine" with an itemized description, an envelope with a label, and a notification is 19.8 UAH. Ukrposhta's services for delivering each summons by registered mail with notification delivery will cost 60 UAH.
According to the head of "Ukrposhta," Ihor Smilyansky, the distribution of TCG summonses by "Ukrposhta" does not differ from the distribution of court documents. These mailings look like a regular registered letter that the recipient receives via signature. If the recipient is absent, a notice will be left. If the letter is not collected, it remains in the system and is returned to the sender.
From a legal point of view, a summons is considered delivered in the following cases:
- receipt of postal delivery by the person;
- refusal to receive postal delivery;
- absence of the person at the residence address provided to the TCG;
- absence of the person at the address they provided as the residence, if they did not inform the TCG of another address.
In case of failure to appear on the summons, administrative liability is provided for according to Art. 210-1 of the CocAP. Violators will be brought to the TCG by the police based on requests from the relevant territorial recruitment centers. If it is impossible to bring violators to the TCG, through the court, they will be deprived of the right to drive vehicles until the TCG's requirements of the Armed Forces of Ukraine are fulfilled or revoked.
It should be noted that according to new changes in legislation, the TCG can impose a fine without preparing a protocol on an administrative offense.
