The 2025 state budget project allocates money for the marathon, cashback, and roads.
The Budget Committee of the Rada supported the state budget project for 2025 for the second reading.
On November 18, the Budget Committee of the Rada approved the state budget project for 2025 for the second reading. This was reported by MP Oleksiy Honcharenko.
It was also noted at the meeting that money remains in the budget for the marathon, but salary and social benefit increases are not planned. Funds for cashback were also retained.
According to MP Yaroslav Zheleznyak's announcement, 24 deputies voted for the project, 3 abstained, and 1 voted against. During the committee meeting, only two amendments were supported: not to transfer hospitals to treasury servicing and to remove the provision allowing parties to invest money in government bonds.
The Head of the Committee, Roksolana Pidlasa, proposed the following changes to the budget project:
- $2 billion (90 billion UAH) in credit funds will be allocated to the state budget from the United Kingdom solely for covering military expenses, namely for purchasing weapons. These are reflected in the special fund for external borrowings and Ministry of Defense expenditures.
- 4% of the personal income tax (excluding military) will remain in communities for payments for utilities and energy sources, accordingly, we cancel the subsidy to regional budgets for covering the tariff difference of 12.2 billion UAH.
- Frontline communities are allowed NOT to transfer the reverse to the state budget (a total of 593 million UAH).
- +128 million UAH for Ukrzaliznytsia for co-financing a European railway infrastructure development project, specifically - railway tracks. Co-financing is a prerequisite for receiving European funds.
- +277.1 million UAH for the National Academy of Sciences, particularly for research in the military sector.
- The possibility for political parties to purchase military government bonds has been excluded.
- Obligations for hospitals to keep funds in treasury accounts have been excluded.
The Verkhovna Rada has already supported the state budget project for 2025 in the first reading. The priority is the defense and security of Ukraine. The decision was supported by 247 parliamentarians. No amendments were made except for the cancellation of the salary increase for prosecutors.
