Legislative Proposals to Overhaul Penalties for Waste Management Violations

According to Мінфін — Крипто/Фінанси: Ukraine’s parliament, the Verkhovna Rada, has registered two new bills—No. 15325 and No. 15327—that aim to significantly strengthen administrative and criminal liability for improper waste handling. These initiatives are part of a broader push to address the country’s growing environmental challenges by imposing tougher consequences for ecological offenses.

Key Provisions of the Draft Laws

Bill No. 15325 focuses on administrative penalties. It proposes raising fines for damaging, polluting, or littering land with waste. Under the new rules, individuals would face fines ranging from 1,700 to 5,100 hryvnias for littering land. Officials and individual entrepreneurs (sole proprietors) would be subject to higher fines of between 13,600 and 17,000 hryvnias.

For repeat offenses, fines for individuals could climb as high as 15,300 hryvnias, while officials could be fined up to 51,000 hryvnias. Additionally, failing to submit a waste declaration could result in fines of 1,700 to 5,100 hryvnias.

Bill No. 15327, meanwhile, revises the Criminal Code’s provisions on environmental crimes. It introduces punishments for violations of environmental safety that may include prison sentences ranging from three to ten years. These changes are designed to curb the harmful impact of waste on the environment and ensure greater accountability for serious ecological offenses.

Together, these proposed laws could fundamentally reshape how Ukraine handles administrative and criminal liability for waste-related violations. If enacted, they would represent a major step forward in the country’s fight against environmental crime—a pressing issue for both society and the government as Ukraine confronts mounting ecological threats.
