According to TSN.ua: According to a report by the Institute for the Study of War (ISW), the primary barrier to peace talks between Ukraine and Russia is Vladimir Putin's refusal to accept Western security guarantees. The report's authors argue that the Kremlin is attempting to deflect attention from the fact that Russia's own unwillingness to compromise is what makes achieving peace so difficult.
The Kremlin's Demands on Ukraine
The Kremlin's position frames Ukraine as the principal obstacle to peace. Russia's stated objectives for ending the conflict include a list of demands that are widely seen as non-starters in Kyiv and the West. These goals are:
- The withdrawal of Ukrainian Armed Forces from the Luhansk, Donetsk, Zaporizhzhia, and Kherson regions;
- Ukraine's renunciation of NATO membership;
- The 'demilitarization and denazification' of Ukraine;
- International recognition of the annexation of four Ukrainian regions and Crimea;
