According to The Sun: FA CHIEFS have begun installation of around 10,000 standing places in the upper tier of Wembley Stadium. This decision will make Wembley the stadium with the most standing places in British football, as the Football Association considers the wishes of many fans.

With these changes, during the Carabao Cup final in March, more than one in eight fans will be able to watch the match while standing.
