New Regulations Take Effect in Ukraine

According to Espreso.tv: Starting July 1, 2026, a new mandate will require all automotive gasoline in Ukraine to contain over 7% bio-components. This fuel will be labeled as E10 under the updated Technical Regulations. Additionally, from May 1, 2025, all gasoline grades—except those with an octane rating of 98 or higher—must include at least 5% bio-components. These changes are part of Ukraine’s broader effort to align with European environmental standards.

Labeling and Market Impact

Under the new rules, A-95 gasoline will be rebranded as A-95-Euro5-E10, while diesel fuel containing no more than 7% biodiesel will carry the B7 label. It’s crucial to note that these requirements apply exclusively to automotive gasoline. Diesel fuel, gasoline with octane ratings of 98 and above, and fuel for the Armed Forces of Ukraine are exempt from these new standards.

The President of the Oil and Gas Association of Ukraine stated that market participants are ready to operate under the new regulations.

The association also clarified that the changes will only affect the official labeling of fuel products.

It’s worth noting that bioethanol currently costs more than gasoline in European Union countries. Adding bio-components could increase fuel production costs by an estimated $15 to $30 per ton. Consequently, these new requirements may influence Ukraine’s fuel market, though their implementation aims to improve environmental standards.

Introducing bio-component mandates is a key step in Ukraine’s strategy to reduce harmful emissions and transition to greener fuel options. However, given the potential rise in production costs, monitoring market and consumer responses to these changes will be essential.
