New Passport Rule for Military-Age Ukrainians Abroad: 'Reserve+' App Is Now Essential
According to Novyny.live: Ukrainian men of military age who are living abroad can now apply for international passports, but they must first have the 'Reserve+' application. This new requirement stems from changes to an experimental project on the automated verification of data for conscripts, reservists, and those liable for military service, which were approved by the Cabinet of Ministers in 2025. This policy is part of Ukraine's ongoing digital transformation of its administrative and military systems during a period of national defense.
According to lawyer Andrii Karpenko, it is impossible to obtain a passport without having the 'Reserve+' app.
He clarified that men are no longer required to physically present their military registration documents when applying for either a domestic Ukrainian passport or an international travel passport. Instead, staff at foreign branches of the state enterprise 'Document' will check an applicant's military registration status directly in the registry, which is intended to streamline the entire document process.
It is important to note that if an individual's military registration data is missing from the system, it will be entered automatically. This innovation aims to simplify the procedure for obtaining passports for those liable for military service who are outside Ukraine. Consequently, 'Reserve+' has become a mandatory prerequisite for any military-age man wishing to get a passport, underscoring the app's critical role under current regulations.
