According to inkorr.com: The government of Ukraine has adopted new rules for men aged 18 to 22 to exit the country. Now these citizens can leave for abroad even during martial law.
The Ministry of Internal Affairs reported that to cross the border, these individuals must have a passport and military ID with them. The latter can be in either paper or electronic format, and it must be presented at the request of the border guards.
