According to inkorr.com: At the beginning of October, Ukraine registered 47,046 fines for violations of military registration rules, reports OpentadataBot. Among them, 14,454 proceedings have already been completed, which constitutes one third of the total number.

The dynamics of opening proceedings

Territorial centers for monitoring military registration open about 4,500 new cases each month. July of last year became a record month for the number of new proceedings – 7,595 cases were registered then. In the capital, fines accounted for 26% of the total, which equals 1,999 cases.

Statistics by regions

In 2025, 18 regions of Ukraine opened more than a thousand proceedings. Kyiv ranks first with 7,163 violations, which constitutes 15% of all cases. In second place is Sumy region (4,251 or 9%), followed by Odesa (3,995 or 9%), Dnipropetrovsk (3,846 or 8%), and Kharkiv (3,349 or 7%).

The lowest figures in western regions

In western Ukraine and in areas of active combat, the figures are the lowest. For example, in Lviv region, 626 proceedings were recorded, in Rivne – 464, in Ivano-Frankivsk – 315, in Kherson – 137, and in Luhansk region only 11 cases.

Most of those fined are men aged 25 to 45 (80% of the total), while only 0.2% were women fined for this offense. Since July 31, 2025, a new mechanism for registering women with medical or pharmaceutical education has been in effect, which has led to the opening of 26 proceedings against women under the new rules.

Activity of Sumy City TCC

Sumy City TCC has become the leader in the number of opened proceedings against one person in the country. This year, 9 fines have been recorded against two men here, as well as 8 fines against another man.

This situation with fines indicates active control over compliance with military registration rules in Ukraine. Alongside this, regional statistics show significant differences in the number of proceedings, which may be related to various factors such as demographic composition and the level of mobilization at present.
