86-year-old tourist fined in England for accidentally spitting out leaves.

According to ТСН: In England, an 86-year-old man was fined £250 (about $335, 14,135 hryvnias) for littering after a strong wind blew a large reed leaf into his mouth.

The incident occurred in the seaside town of Skegness. Roy Marsh recounted that while on a walk, he stopped to rest in a parking lot, and a sudden gust of wind caught him off guard. Instinctively, the man spat the leaf onto the ground, and was about to continue on his way when two police officers approached him.

Marsh noted that the officers accused him of violating cleanliness regulations, for which he was issued a fine. The bewildered pensioner tried to explain the situation, but eventually realized that the officers did not take his explanation seriously. In the end, he was forced to pay the fine in full.

"This was completely unnecessary and inadequate"

Lincolnshire County Councillor Adrian Findley considered this case an example of excessive strictness in enforcing rules in a resort town primarily dependent on tourists. He emphasized that such fines could deter vacationers and urged the authorities to exercise discretion, differentiating between intentional littering and accidental situations, especially concerning elderly people.

The East Lindsey District Council stated that the police only respond to those individuals they directly observe committing an offense, assuring that patrolling is not aimed at specific groups of the population.
