According to inkorr.com: In 2025, Ukrainian entrepreneurs are actively using the "Affordable Loans 5-7-9%" program, receiving 20,500 loans totaling 60.3 billion UAH. This was reported by the Ministry of Economy of Ukraine.

Lending in 2025

Just last week, entrepreneurs issued 452 loans for 0.8 billion UAH. The most demanded areas of financing include:

  • Processing industry – 16.7 billion UAH.
  • Investment projects – 16.15 billion UAH.
  • Lending in high military risk zones – 15.5 billion UAH.

Overall financing of the program

Since the program's launch in February 2020, 124.9 thousand loans have been issued totaling 426.3 billion UAH, of which 90.2 thousand loans for 336.7 billion UAH were issued during martial law. The most financing has been received by enterprises in the agricultural sector, trade, and processing industry.

Dnipropetrovsk, Kyiv, Kharkiv, and Odesa regions have become leaders in lending volumes, partially located in areas of increased risk.

"Affordable Loans 5-7-9%" provide reduced rates for businesses in dangerous regions – 1% per annum for the first five years and 5% thereafter. Entrepreneurs can receive up to 150 million UAH for modernization, energy saving, restoration of damaged facilities, or job creation. 46 banks participate, and the program is implemented through the Entrepreneurship Development Fund.

Support for the "Made in Ukraine" program

Since 2024, the focus has shifted to investment projects that promote economic recovery. This is part of the "Made in Ukraine" policy, which supports micro, small, and medium-sized businesses through state compensations and guarantees. The program remains an important tool for entrepreneurs seeking to adapt to the challenges of war and strengthen the economy of the country.

Thus, the "Affordable Loans 5-7-9%" program continues to operate actively, providing Ukrainian entrepreneurs with the necessary financial support under challenging conditions.
