New Rules Force Ukrainian Banks to Refund Money Stolen by Fraudsters.
Ukrainian Banks May Be Required to Compensate Customers for Fraud Losses
According to Novyny.live: Under a proposed amendment to Article 55 of Ukraine's Law on Banks and Banking Activities, financial institutions could soon be legally obligated to reimburse clients whose funds are stolen through fraud — provided the customer reports the unauthorized transactions immediately. This initiative aims to strengthen consumer protections in the country's banking sector.
How the New Consumer Safeguards Would Work
The draft legislation stipulates that banks must promptly return debited funds to customers who alert them to suspicious activity in a timely manner. In practice, this means victims of fraud could recover their money faster if they notify their bank without delay after discovering the theft.
Mechanisms and Penalties Under the Proposal
The bill mandates immediate reimbursement by the bank, which is expected to significantly enhance the protection of clients' financial rights. Additionally, penalties for unauthorized card-to-card transfers could range from 17,000 to 34,000 hryvnias. Such fines would create a strong incentive for banks to tighten security around financial transactions.
If enacted, these legal changes could reshape banking operations in Ukraine, offering consumers greater security and boosting their trust in financial institutions.
Introducing a mandatory requirement for banks to refund customers in fraud cases represents a major step forward in safeguarding consumer rights.
The measure may also encourage banks to adopt more advanced security systems to prevent fraudulent activities. Experts anticipate that these reforms will improve overall financial literacy among the public and increase banks' accountability for transaction safety.
