According to UATV: Military expert Serhiy Hrabskyi analyzes the ongoing military preparations along the Belarus-Ukraine border, cautioning that this activity does not necessarily indicate aggression from Belarus itself. He explains that the Belarusian armed forces are deeply integrated into Russia's military structure and possess limited actual combat capabilities. According to Hrabskyi, the Belarusian corps within Russia's army numbers around 65,000–67,000 personnel, but the real fighting strength of Belarus's own military is at most 17,000 troops.

A notable detail is that in September 2022, Russia and Belarus conducted the 'Zapad-2025' exercises involving 20,000 Russian soldiers. Hrabskyi notes that preparing a theater of military operations is standard procedure for any country, even one under an occupying power's control. He stresses that there is no independent Belarus acting on its own policy, stating:
