Community Budget 2025: Principles and Priorities Approved for Its Formation.
On October 10, the Executive Committee of the Vinnytsia City Council approved the draft resolution «On the Key Principles and Priorities for the Formation of the Territorial Community's Budget for 2025».
According to it, the main directions for the allocation of financial resources remain unchanged – including «Security and Defense», «Resilience», «Care».
Also, significant attention will traditionally be focused on adhering to the fundamental principles of budget policy based on openness and transparency, ensuring citizen involvement, balance, and realism.
Community Budget 2025: Principles and Priorities Approved for Its Formation
The financial policy of the Vinnytsia community for 2025 is based on the principles and priorities that were key in forming the budget for the current year. They have already proven their effectiveness and continue to be relevant. In conditions of martial law, the main task is to work for Victory.
Additionally, ensuring the sustainable development of the community, addressing urgent socio-economic problems, increasing the transparency and rationality of the budget process, strengthening the financial capacity of the budget, adhering to strict financial discipline, increasing efficiency and productivity in using budget resources, focusing financial resources on priority directions defined by the strategic and program documents of economic and social development of the community. The project document will soon be submitted for consideration by the Vinnytsia City Council session.
Key principles for forming the budget of the Vinnytsia city territorial community for 2025:
Budget Transparency
Ensuring:
openness and transparency of the budget process; public use of budget funds; systematic informing of the public on issues of drafting, reviewing, approving, implementing, and controlling the budget of the Vinnytsia city territorial community.
Ensuring Citizen Involvement in the Budget Process
Effective establishment of a systematic dialogue between representatives of the Vinnytsia City Council and the public for comprehensive access to public information regarding the budget process aimed at increasing residents' awareness of the community's budget policy and active involvement in its formation. Involvement of community residents in participatory budgeting directions, as a tool for active citizens interested in community development, and also implementing innovative mechanisms for involving the public in the allocation of budget funds.
Balance and Realism
Forming a balanced and realistic budget aimed at fulfilling priority tasks that match the priorities and goals outlined by strategic and program documents, as well as addressing the urgent needs of the community under martial law based on real indicators of economic and social development of the Vinnytsia city territorial community. The formation of the Vinnytsia city territorial community budget project for 2025 is carried out according to the provisions of the Constitution of Ukraine, the Budget Code of Ukraine, the Tax Code of Ukraine, the Laws of Ukraine «On the State Budget of Ukraine for 2025» and «On Local Self-Government in Ukraine», normative-legal acts of Ukraine, priorities of the Development Strategy of the Vinnytsia city territorial community until 2030 – Strategy 3.0, the Economic and Social Development Program of the Vinnytsia city territorial community for 2025, the Comprehensive Recovery Program for the Vinnytsia city territorial community for 2024-2027 years, sectoral programs approved by the city council, decisions of the city council and its executive committee.
Key priorities in forming the budget of the Vinnytsia city territorial community for 2025:
Security and Defense
Providing support to security and defense units for effective and quality execution of combat tasks under martial law, implementing legal martial law regimes, ensuring civil protection, and creating safe conditions for community residents.
Priority allocation of budget funds:
- financial aid and support for the Armed Forces of Ukraine, National Guard of Ukraine, law enforcement agencies, State Emergency Service, volunteer territorial defense formations, and other military units included in security and defense forces;
- building radiation shelters, repairing civil protection facilities (shelters), equipping, and maintaining them;
- ensuring public safety and law and order in the community;
- preventing emergencies and eliminating their consequences – purchasing government securities – local internal government bonds.

Strengthening the economic independence of the Vinnytsia city territorial community. Overcoming negative phenomena in all sectors and fields of activities
