Ukraine's Fuel Market Overview

According to Espreso.tv: As of May 27, 2023, fuel prices in Ukraine are experiencing significant volatility due to multiple factors, including ongoing military conflict. Here are the current average costs:

  • Premium A-95 gasoline – 79.89 UAH per liter
  • A-95 gasoline – 75.87 UAH per liter
  • A-92 gasoline – 69.62 UAH per liter
  • Diesel fuel – 86.84 UAH per liter
  • Automotive LPG – 46.59 UAH per liter

The cheapest premium A-95 gasoline is available at the 'Katral' station network in the Odesa region, priced at 75.99 UAH per liter. In contrast, the most expensive premium A-95 is sold at the Grand Petrol chain in the Kyiv region for 82.99 UAH per liter. Notably, premium A-95 is entirely unavailable in the Luhansk region.

For A-92 gasoline, the lowest price is recorded at the ZOG station network in Zaporizhzhia at 62.00 UAH per liter, while the highest is at 'Avtotrans' stations in the Poltava region, reaching 74.98 UAH per liter. Diesel fuel is also absent from stations in the Luhansk region. The cheapest diesel can be found at 'Faktor' stations in the Zhytomyr region for 80.50 UAH per liter, whereas the most expensive is at the Motto chain in the Donetsk region, costing 91.48 UAH per liter.

Upcoming Tax Policy Changes

Looking ahead, Ukraine plans to raise excise taxes on fuel starting January 1, 2026:

  • Excise on gasoline – up to 300.8 euros
  • Excise on diesel – up to 253.8 euros
  • Excise on LPG – up to 198 euros

These excise taxes are scheduled to increase annually through 2028. In 2025, the excise on gasoline will be 271.7 euros, on diesel 215.7 euros, and on LPG 173 euros.

Experts note that fuel price hikes were unavoidable. Serhiy Kuyun stated that

“the increase in fuel prices was essentially inevitable”
. Volodymyr Omelchenko added that VAT and excise taxes will account for approximately 42% of the diesel price, 44% of gasoline, and 47% of LPG. Oleh Pendzyn shared his forecast, noting that
“100 UAH per liter of gasoline definitely won't happen, but prices will likely rise by at least another 5–7 UAH”
.
