Some Conscripts Can Go Abroad: What Documents Are Required.
Conditions for Students' Departure Abroad
Ukrainian citizens have been informed about the conditions that grant students the right to travel abroad and the list of required documents.
According to information from NV, the conditions for departure are changing due to the imposition of martial law and the mobilization of citizens. However, there are exceptions for certain categories of citizens, including students, who are allowed to travel abroad.
It is worth noting that being a student, whether in a Ukrainian or foreign institution of higher education, does not automatically grant the right to leave the country. Studying in Ukrainian higher education institutions only provides a deferment from military service call-up during mobilization.
According to amendments to Resolution No. 366 by the Cabinet of Ministers of Ukraine, students have the right to travel abroad in case of martial law if they are:
- aged 18 to 22 years;
- studying full-Time in state or communal higher education institutions of Ukraine and pursuing a bachelor's degree in medical, pharmaceutical, or veterinary fields;
- participating in educational academic mobility programs;
- going for studies to foreign educational institutions for one semester.
To cross the border for studying under academic mobility programs, students need to have the following documents:
- a certificate from the Ukrainian higher education institution certifying the student's referral for studying abroad as part of an academic mobility program;
- absence of negative grades and retests in the last two semesters;
- confirmation of the level of foreign language proficiency used in the foreign educational institution;
- a copy of the academic mobility agreement confirmed by the Ukrainian higher education institution;
- a student e-ticket via the Diia portal;
- military registration documents with relevant TCC marks.
The mandatory condition for obtaining the permit to leave is the review of documents by the State Border Service representatives.
