Salaries, the new dollar exchange rate and additional taxes: what awaits Ukrainians in the coming years.
National deputy Yaroslav Zheleznyak revealed government forecasts regarding the exchange rate of the hryvnia and social standards for the coming years according to the Budget Declaration for the period from 2026 to 2028.
The Ministry of Finance has violated the law again. It was supposed to submit the Budget Declaration for 2026-2028 to the Rada three days ago, but this has not been done
According to government calculations, the dollar exchange rate will remain stable in the coming years. It is projected that in 2026, the average exchange rate will be 44.7 hryvnias per dollar, ending the year at 44.8 hryvnias. For 2027, an exchange rate of 45.2 hryvnias is projected on average and 45.3 hryvnias at the end of the year. In 2028, the exchange rate may reach an average of 45.6 hryvnias and 45.8 hryvnias at the end of the year.
Yaroslav Zheleznyak expressed doubts about such forecasts due to the difficulties of predicting the exchange rate during wartime. Regarding the minimum wage, the government plans to raise it from the beginning of 2026 to 8688 hryvnias, with further increases planned in 2027 and 2028. The minimum subsistence level is also planned to be increased, but not significantly, government officials reported.
New taxes and improvements in the tax debt collection system
The Budget Declaration also includes plans to introduce new taxes, such as taxing platforms, excise on sweets and carbonated drinks, as well as improvements to the tax debt collection system.
The government forecast regarding the hryvnia exchange rate and social standards for the coming years, revealed by Yaroslav Zheleznyak based on the Budget Declaration, has sparked discussions regarding the stability of the hryvnia and plans to increase the minimum wage and the minimum subsistence level.
