According to UATV: On June 15, 2023, European Union foreign ministers are set to adopt the 21st round of sanctions against Russia. These measures come as a direct response to ongoing Russian military strikes on Ukraine, including attacks on UNESCO World Heritage sites.

EU foreign policy chief Kaja Kallas confirmed that the situation in Ukraine will be a key topic on the meeting's agenda. She highlighted a recent escalation in attacks against civilians and cultural heritage sites overnight.

“All of this constitutes war crimes committed by Russia. Today, we are unveiling new sanctions lists and additional restrictions we have been working on, targeting Russia’s military-industrial complex and its shadow fleet.” — Kaja Kallas
