According to Espreso.tv: Just before stepping down on June 12, outgoing Director of National Intelligence Tulsi Gabbard released a report alleging that the United States secretly financed over 120 biological laboratories across 30 nations, including Ukraine. The document has sparked strong reactions from Ukrainian diplomats and health officials, who question its accuracy and motives. Gabbard claimed that this funding was deliberately concealed from the American public.
The report contains geographic errors, such as misplacing Kyiv and using Soviet-era city names. Meanwhile, Ukrainian authorities have presented data that refute Russian allegations about these facilities. Back in 2022, Ukraine provided evidence showing no basis for such claims. According to data compiled from other sources, the U.S. has invested roughly $200 million in 46 Ukrainian labs since 2005.

Ukraine's Ministry of Foreign Affairs notes that the narrative of so-called 'biological weapons development labs' is nothing new. Commenting on the report, Laura Loomer asserted that Gabbard's political staff repackaged propaganda originally published by the Russian government.
