Finance ministers of the "Group of Seven" countries announced their intention to strengthen measures aimed at preventing Russia from circumventing the sanctions imposed after its invasion of Ukraine. They noted that they remain committed to taking further measures in response to the violation of oil price caps. Previous measures were agreed upon in December 2022 in conjunction with the EU and Australia with the aim of limiting the sale of Russian oil and preventing a sharp rise in global prices. However, some countries, including China, continue to import Russian oil without adhering to the restrictions. It was also noted that additional measures will be taken to increase the costs to Russia of using shadow fleets to evade sanctions.

The sanctions affect Russian financial institutions that have established subsidiaries abroad to avoid restrictions. Russian tankers also act as a means of bypassing sanctions aimed at transporting oil. They use old and unmarked tankers to conceal cargo and bypass sanctions. Countries, including the USA and the EU, have already imposed sanctions on some of these vessels and on the maritime company "Sovcomflot".
