The right to compensation is granted to:
Internally displaced persons (IDPs).
Citizens registered in frontline territories.
The main requirement is that these individuals must not own housing in areas under government control or have not disposed of it within the last 36 months. This provision prevents abuses and ensures a transparent legal framework for state oversight.
It is important that the applicant can provide supporting documents regarding their IDP status and absence of other property, as difficulties often arise in this area during processing.
Payment mechanism and administrative procedures
Lawyer Honchar explained:
'The state does not transfer funds directly but through banks that cooperate with the Pension Fund (PFU). This ensures the protection of state resources, but simultaneously creates additional administrative steps for applicants.'
Thus, those wishing to take advantage of the program must not only meet the criteria but also prepare a complete package of documents and pass several verification stages.
The required package of documents includes:
IDP certificate or proof of registration in a frontline area.
Documents confirming the absence of ownership of other housing.
Application submitted to the bank cooperating with the program.
After verification, all data is sent to the Pension Fund, which makes the final decision regarding the appointment of compensation.
Amount of eOselya compensation
The mechanism includes several levels of financial support tied to lending conditions. This assistance is provided as subsidies, which help cover initial and monthly payments:
Up to 70% of the down payment, but no more than 30% of the housing cost.
Up to 70% of the monthly payment during the first year of lending, but no more than 150,000 UAH.
Up to 40,000 UAH for additional expenses.
This support establishes clear frameworks for mutual rights and obligations of the state and citizens in the process of restoring the housing stock.
