Indexation, special pensions and pensions abroad: what changes the Pension Fund is preparing for in 2025.

Many citizens in Ukraine are interested in the issue of pension payments. Journalist Serhiy Korobkin spoke about the changes awaiting pensioners in 2025.

According to the special Law on the budget for 2025, the lowest pensions and social payments, as well as some supplements to them, will remain unchanged at least until March 1, when indexing will take place. The subsistence minimum will not increase next year as well. President Volodymyr Zelensky stated that there is money for social payments next year, but did not specify whether everyone will be able to receive them and whether they will be sufficient if the subsistence minimum does not rise.

The government is expected to implement pension reform starting July 1, 2025, and develop a project for the reform of special pensions regarding their recalculation...

'As for the indexing of pensions, as already noted, the budget provides for funds for it. President Volodymyr Zelensky assured that there is money for all social payments next year, although it is not specified whether everyone will be able to receive social payments and whether their amount will be sufficient if the subsistence minimum does not increase,' said journalist Serhiy Korobkin.

Mikhail Tsymbalyuk, the first deputy head of the Verkhovna Rada committee on social policy, stated that part of the growth in consumer prices is planned to be compensated by paying pension indexing in March 2025. However, many pensioners will remain in a difficult financial situation and will need further support.

The minimum pension in 2025 will be UAH 2,361, which is a very low amount considering inflation and the rise in prices for basic goods and services.

Daria Marchak, the first deputy minister of social policy, reported on the adoption of new resolutions by the Cabinet of Ministers, which will determine the procedure for accounting foreign service and the identification process for pensioners who are abroad. Reforms regarding special pensions are not yet available, but the introduction of a professional cumulative pension position is planned for 2026.

The Pension Fund has approved data on the average salary in Ukraine for the 3rd quarter of 2024, which is taken into account when calculating pensions.
