Implementation and Expectations
While the first phase of the plan promises certain improvements, it will not guarantee 100% heating coverage across the city.
Liudmyla Kovalevska stated: ‘We are definitely covering UAH 10 billion from our own budget.’
She also expressed hope for support from other sources: ‘I would like to see that this support truly exists and that this assistance will indeed materialize.’
